Exactly. The in-game description says it all. "Complete freedom" are the key words here. The role of regista is programmed with its creativity, risk taking set to the max. Kind of like a Trequartista in advanced midfield. While RPM also has the "roam from position" hard-coded it does not behave exactly like regista.
