I started at Inter Milan (FM21) and have Hakimi at RB.

I i have found a LB for £6mill that does what I need... tackling, stamina, crossing. His scout rating is 64? 3 star.

Does that matter? He does what i need?

The scout rating is the overall rating of the entire scout report. Have a look at the scout report to see what the cons are and other items marked in orange/red.

Scouts put stupidly high ratings on things like wages, transfer value, permits, etc. So check there is not something like which drags it down. In my opinion a scout should be reporting on the player attributes and things like willingness to join, transfer aspects separately. Maybe a player is A+ for attributes and CA/PA but F- for availability, giving a C+ overall rating and a false reading of a player. In general scouting has taken a huge step backwards with the way scout reports are this year.

At the end of the day, if you think the player is worth it, then sign him. I use scouts to unearth players, but I ignore their judgement of that attributes because they are generally useless at it.

As always: Attributes is the best method to discover if the player is good for WB Su for example (key and preferable)
