2 questions

1. This depends on where you scout, of course. If you scout within your own nation, the costs should be near zero. If you're sending thirty scouts across the world, yeah, that can eat lots of money.

2. While 2 star players seem like garbage, they are quite useful. Typically you'd find younger players with two stars and 5 star potential, then use them as backups in case of injury, or if your main player is having a bad day or whatever. Give them breakthrough prospect or fringe status, and they'll be quite happy to sub or start that position for you as needed, and won't go crazy if they aren't getting 20 starts a season. Eventually they'll learn enough to become a regular in that role, hopefully around the time the other regular starter is ready to go. You don't want to sign a lot of important or star players, particularly for the same role, as you're essentially promising them they'll start there in every possible game. If you have 10+ players upset about playing time, expect locker room atmosphere to plummet, and match performance will absolutely suffer.
