Recruitment meeting = Magical revelation of 100% scouted players?

In a recruitment meeting 1 week before the transfer deadline, my scouts magically pull like 15 amazing candidates out of thin air, 100% scouted.

I've already done all my shopping and have been active in player search for weeks and haven't noticed most of these players. Does the game wait to surface them in recruitment meetings? If so, should I be waiting for these meetings to do my shopping?

Edit: This is the FM22 beta, btw, so behavior could be different from fm21.
