FIFA Club/Nations WC in old format

Hello editors! I tried to create a club WC in old format, but all changes doesn't worked.

I have a good experience in the editor, such a file that move México & EUA to south america and work fine. I already edit Nation rules in ADV mode, but I never edited international rules.

Any idea to make it works ? Or anyone have a .FMF file with this rule? I already searched in web but found nothing.

The international rules is a continent swap file' second part, to "rebalance" the game.

The new "libertadores" have 64 teams and one more round, and WC qualifiers keep qualifying the same numbers of nations. I want to recreate Nations WC with more American Nations.
