Bloquear mercado de fichajes

Hola, quería saber como puedo bloquear el mercado de fichajes en una partida ya en juego. Como cuando empiezas una partida marcando la opción de que no haya mercado.

Sería para bloquear un mercado de fichajes de verano y luego ya que el juego siguiese funcionado igual.

Supongo que la mejor opción será creando un archivo config.

Si alguien me puede asesorar o ayudar con esto, estaría genial.
