Should it be used with ball playing defenders?

No. It can be used with both standard CBs and BPDs. Or one standard CB and the other BPD. Of course, it can be also used when both CBs are played as BPDs (or all 3 in a 3-men backline).

But the instruction as such is not by any means tied to using the BPD role.

Dont ball playing defenders launch the ball up the field though? Isnt that the opposite to playing out of defence?

BPDs are instructed to take more risks, that doesn't mean they will yeet every ball they get up front. It simply gives them the tactical freedom to make that pass when they see the opportunity. Also, risk and longer passing are by no means directly correlated.

Yes, they occasionally play those adventurous long(ish) passes.

Not necessarily. You may want to play out of defense (i.e. build up from the back) but also allow your defender(s) to sometimes launch a long pass forward. 

Depends on what you want as your core playing style. If your approach is "possession first", then I would definitely advise against using more than one BPD (either none or only 1).
