Creating an International Qualifiers for a new U23 World Cup format

I've just came up with this idea. So this tournament  won't replace the Olympics because it is going to be held November-December.

The most important part of this tournament is to qualify. There are two things that I need some help in this forum:

- Is there a way to make 2 teams being separated due to political reasons like Armenia and Azerbaijan, Russia and Ukraine, Kosovo and Serbia, etc.?

- How to make a Best Second Place team rule in FM?

And for the finals competition, Can we separate teams from the same group to face each other in the knockouts after the group stage?

Either you set it under "Group Settings" and the FM calculates the best 2. teams after the group phase.

Or you can create your own stage for it and see which teams it would affect from matchday 1.

This isn't really a editor file, these are just the rules of the hardcodet European World Cup Qualifying. ^^

No. First you have to give the Competition a Nation which is already in the game.
