Managing Smaller Nations and Leagues on FM17

Hi all,

I remember I asked before about managing smaller nations, like San Marino et al, which generally doesn't seem to be an option.

 

I am going to start a new game soon, so I was wondering what options to click in order to make these nations manageable. Also is there an option to make these leagues playable? For example the San Marino league.
