A player is interested in joining me according to the agent, news reports when I declare interest (say he is desperate to join) and if I make a transfer offer which is accepted he will enter negotiations. However, he is also available on a free but when I go to enter negotiations his agent says he’s not interested. Other AI clubs can enter pre contract negotiations with him

The agent should be saying something in the lines of "prefers to wait to consider his options". This is in fact working as intended.

 

If you make a transfer bid, then the player is happy to join. If you prefer to wait his contract to expire, the player also wants to leave his options open and doesn't want to enter negotiations when he still has time to gather further interest.
