South American Leagues (not in the game)

Probably been asked before, but is the reason we dont have the Bolivian, Paraguayan, Ecuadorian and Venezuelan leagues basically down to licences? Or is there another issue the prevents SI completing the South American lineup?

I appreciate that people add this via an editor, but I never feel quite right that the league is represented correctly in one way or another.. that could be wrong, but its my gut feeling.

Id love SI to complete the full set, but understand if its a financial issue that prevents them getting the whole lot.

I mean even add Paraguay and Ecuador? The top teams there are generally fairly competitive in the Libertadores/Sudamericana.

It'll be down to one of two reasons (likely a combination of both) - licences and demand.  To bring the leagues in would require SI to licence them, however it is likely they've looked into it and decided the costs outweigh the benefits.
