Pre-game editor advanced rules bug

So I wanted to change the EPL subs rule to 9 as in real life. I also use real fixtures files so I can't have two separate England files and had to use the same file for both.

When I create a normal nations rules and go advanced, I can go to Premier league, stages and league settings to change the subs rule:

But when I create nation rules and add fixtures:

Then I go to advanced rules, Premier League, stages and it is empty:

There is nowhere to change league settings. I'd have to go to add stage and then create EPL stages from scratch.

I also tried creating two separate England files - one for fixtures and one for 9 subs and then merge them. That works for a bit and I get normal stages and league settings in fixtures file, but when I go to change the subs from 7 to 9 the editor crashes.

Shouldn't this already be done as default in the game, this is an official rule change in EPL.
