need more info Unable to make 3rd substitute in English Premier League match

I tried to make a 3rd sub in my opening match of the English Premier League season (2020/2021) against Manchester City and was given the message, "you cannot make any more substitutions". Has anyone else experienced this? This is on the latest patch as I only installed the game yesterday.

Are you running any custom databases or files?
If so, does the error occur when playing without these?
