Nation rules - increasing maximum amount of promotion/relegation places (FM Editor 2021)

Hi,

I'm trying to create my own division system in the Nation Rules with all the active clubs in the nation. It's a pyramid system with division 1 being one league and division 7 (the lowest tier) containing 64 regional leagues. 

As I would like to have 2 teams from each regional division automatically promoted after each season, this mean that I would have to put as much as 128 teams for the "Numbers of Promotion/Relegation Places" in the "Divisions" section. However, this can't be done as it only allows up to 30 teams.

How can I get around this problem? I've been trying to use the Resource Archiver and change the values from 30 to 128 in "add comp settings.xml" in the comp editor map but the FM2021 Editor blacks out when I open it i.e. the changes are conflicting with the system.

I think the 64 subdivisions is already an issue. Not so much the 128 team.
