How to get my players reach their potential?

Are there any articles talk about the principle of ability increase?

I have found a lot of players with high PA. But they are not young, CA could not naturally grow up anymore.

What could I do to help them reach their potential?

If I create a player born at Jan 1st 1995 with 100/200 CA/PA. How much is the highest CA in his career?

That's a complicate subject. However, not all players would reach their full potential, only a few would reach that and it depends on a lot of things like their hidden attributes, training faculties, personality, game time, injuries, if they are getting game time at the appropriate level and even the players around them.

The best way I can say to give a player the chance to reach his full potential is to have all of the above I Listed
