homegrown youngster needs work permit ?

not long after starting a save I purchased a foreign youngster, he initially got a work permit for his contract of 3 years (playing in england), midway through the 2nd year I have renewed his contract but his WP renewal was refused, no problem with that, however since then he has been at the club and in the country for 3 years so qualified for homegrown status.

I was hoping this would help his work permit case but sadly he still cant get one, it just seems a contradiction though - how can he be homegrown but still requiring a work permit, maybe i am looking at wrong but the two should be somehow in sync

just to note I am playing a save from beta so maybe this is something thats been looked at or its just how it is.

Home grown is just a reflection of his training history and is not in any way related to his nationality which is the initial first point of his work permit requirement.  Unless he takes citizenship, he will always require a WP
