known issue Assigning Performance Analyast to provide ongoing reports on next opposition

I have now finished overhauling my backroom team and have taken control of most items, including scouting assignments. My U23 Performance Analyst is currently assigned (presumably default before I took control) to "Analyse Next Opposition - Ongoing". I now have a Performance Analyst with better attributes for this but have yet to find a way of actually assigning him!

Create New Assignment, Team, Ongoing Analyst report takes me to analyst pool with the person I wish to assign. I choose him, confirm and then click Start assignment ...but nothing seems to happen.

Am I doing something incorrectly or is this a bug?

i think u can asign that from staff responsabilities now, but i dont know if that works with u23 staff, check it out

It is a bug that the assignment is not being set up correctly from the page you have mentioned. This is being looked into by the development team. 

As Kertiek has mentioned above you can assign analysts from the scouting -> responsibilities page.
