under review Multiple Work Permit Issues

I am playing a game with Arsenal and have a few highly rated youngsters who are not yet eligible for a work permit. They are in the last year of their contract and it will not allow me to renew the contract without a work permit. Not only that I cant even loan these players out without getting this message:

 

Additionally, there are some youngster I have who also dont have a work permit and I cant sell them without getting that exact same message. There is something wrong with the work permit mechanics that are messing up contract renewals and player sales. Please look into this.

Way to replicate this:

Player without work permit in last year of contract > renew contract as usual > denied work permit > contract doesnt renew > the option to renew is gone in the Contract menu

Also, I get the same message when trying to sell a player who doesnt have a work permit

 

This is a player on my transfer list who Ive accepted countless offers for and yet the work permit message keeps being sent to me

I have passed on the issue where the players transfer/loans were being cancelled to the dev team to investigate. 

I've been looking into the contract issue further and ive  noticed that some of the players have agreed to provisionally agreed to new contracts. For example the player below agreed to a new contract on the 22nd January 2025. Was the player denied a work permit on this date when his contract should have been signed? Do you have a save game before this date at all?

Interesting. I didnt see that they had agreed to the contract offer. I offered my no work permit players a new contract on that date. None were given work permits. Now its just stuck in limbo where their contracts wont begin and they wont go out on loan without receive the work permit message I posted in the first image in my first post

Managing Man Utd  and have a number of young foriegn players. 

Upon trying to extend thier contracts all are refused a work permit and unlike in the BETA version they could still sign the contract and remain at the club giving me the chance to loan them out for playing time etc. Some players are also being rejected when they've played a number of times for thier international side i.e Germany and have played in top tier leagues. 

However now the work permit fails, the new contract doesn't take effect and thier contract just runs out in some instances remaining at the club under no contract. The game then doesn't even offer the chance to offer a new deal. Even the chance for them to gain English citizenship has been removed as thier is no counter showing how many days are remaining in order to gain citizenship...

Any thoughts?

I've merged these threads as I believe the contract issue you are experiencing is down to the same issue Merwol is experiencing. This is something we have logged and the development team are now looking into it. 

In regards to the player being declined for a WP who should be getting one then please upload a save game with the name of a player and we will check out why they could not be getting declined.

Exact same error here re: players without WP's in the final year of their contracts. Currently have a few young players in stasis with contract offers accepted but not being finalised. 

 

I've uploaded the save file as 'Everton - WP error'.

 

@Ben KenneyObviously it's impossible to give a definitive date as to when this might be solved, or whether it'll be save game compatible when it is, but I was wondering if this is the kind of thing that warrants a hotfix? If not I'll probably just start my seasonal 'Chester to the top of the prem' save now. What do you recon?

(As a small aside, I was also moving into my fifth season at Everton and the new stadium was still in the planning permission stage, not sure if this warrants a bug report or not?)

I currently have a save with Arsenal that I started during the beta version of the game.

I have a issue regarding work permits, you can sign youngsters without WP and loan them out. But when it comes to renewing their contract it won't allow you to since they can't get a WP, you can't even loan or transfer them out since they are out of contract. But when you go to release them you have to pay compensation, often in the millions of pounds. 

So these players are stuck in a limbo of being unable to develop or play, but still getting paid a wage which I assume is until they retire. 

Is there a way to get round this issue please?

The development team are working on the problem at the moment and we are looking to resolve the issue. Unfortunately I can't give a date for when any potential fix for this will be released at the moment. 

To clarify the issue looks to occur when the user attempts to renew the contract of a player without a WP. If the player fails to get the WP they will then be put on a provisional contract at the club which is preventing them from being loaned out etc. 

@Kieranjlive merged your thread into this one as it covers the same issue being reported here.

Exactly same issue here which makes the save unplayable as good young players without work permit cannot be loaned out, sold not renewing the contract.

Fingers crossed that a hotfix will come out soon for the game to be playable.

I have a similar issue with a Newcastle save in summer 2022. I have a player who my DoF has offered a new contract to it has been accepted but can't start until he has a WP he has just returned from a loan move, when I click 'apply for work permit' under the contract tab it then sends a email saying a decision will be made the following day. Advance to the following day and I don't hear anything about it. 

 

2 Days after applying for the work permit I am able to go into the contract tab and 'Apply For Work Permit' again. It just keeps going round in the same circle.

Have  a few issues with work permit's on this years game.

I have managed to sign 2 players both Spanish from Espanyol for my Hibs side, but i couldn't sign another Spanish player from Zaragoza due to work permit issues?

I couldn't sign an 20 year old Italian player from Juventus on loan but was able to sign the 20 year old Wesley from Juventus without any work permit issues?

Im having a similar problem with Sandro Tonali. Signed him for LFC, no WP. Loaned him out, came back still rejected a WP. Signed to a higher contract to, now when i click to apply for a work permit it tells me it will give me a decision the following day but nothing comes through. 

*EDIT*  just managed to sign a 19yo Argentine kid from San Lorenzo who got a WP no issues...

Any help appreciated.

A new work permit system  has been implemented  for FM21 which requires a much stricter criteria to be met than in previous versions. With the new WP system it is no longer possible to sign lower quality foreign players as easily. They have to meet a criteria based on international appearances, standard of league played in, performance in league, matches played, progress in continental competition etc.

So it may well be the case that the players who are getting the WP have the correct amount of points. And the players who are having their WP rejected do not have the correct amount of points. If you have a save game were you feel a player should be granted a WP but doesn't get one then upload it to our cloud service and we will take a look.

More work permit catch-22 bugs. Mine is that I’ve had a youngster on books loaned out once now first team level but permit rejected. Offered new contract as game recommended this would help w/ permit. Rejected.
 

Entered final year, tried again rejected, but now when attempting to loan out all offers rejected (had tonnes from all levels of club most above own reputation) and even now as an attempt to cash in accepted transfer offer (from far higher club, AC Milan, to my Middlesbrough in tier 2) and that has been contract rejected too.

 

Contract I offered listed as ‘provisionally agreed’ which is making me think this has caused a catch-22. Also date on ‘previously agreed has changed to todays date despite being over a month ago and contract cannot be edited. Bit of a nightmare, any help at all appreciated, don’t wanna lose someone on a free (or at all ideally) due to a bug.

Yep a gamebreaker for me as all the promising youngsters who can't be offered new contract or loaned out or sold due to this work permit bug are wasting away in the save.

 

So can't continue the save. Would be great if SI can give rough indications on when the patch could be out, whether we are talking about days, weeks or even month

This issue has been fixed with new patch and works in save games.

A fix for this was included in today's minor update. 

When a player already without a WP was offered a new contract the user should have been given the option to 'Complete Renewal' or 'Cancel Renewal' on the news item. These options were missing so the players were in limbo on a Provisional Contract. 

Now if you try and loan or sell these players the contract renewal with your club will be signed. You will then be able to loan the player out or sell the player a little further down the line.

Work permits are very annoying and a sad fact of football life in the UK now. This will in the longer term mean that we no longer have the best leagues in Europe - talent will go elsewhere and why wouldnt they.
