Monaco in FM2021

Two questions about FM2021 (I asked the same about the previous version and I'm afraid the answer still will be "no" - but I would like to be sure).
1. Is possible to choose Monégasque nationality (Monaco) as the manager's nationality at the beginning of the carreer (or maybe second nationality)?
2. Is it possible that the game will create newgens with Monégasque (Monaco) nationality?

I would have thought that it would be very unlikely that there would have  been any changes like this since FM 20

In FM20, you were able to create that in the editor. So I hope it's still possible in fm21 .

Monaco (in FM21) doesn't exist as a nation

In theory it would be possible (to do with the pregame editor), however the main issue would be the Football team that also exists within the French league system
If you can get it as a nation (which opens up WAY more issues), then they would spawn as being Monagasque at a later date (you can influence it and set AS Monaco as being based there, which would slightly influence their regens - in a similar way to Swansea/Cardiff in the English league)

Unless you're willing to go all out (with a whole development of a league), then they wouldn't actually be competent - it would just be a "well maybe" from the very few Monaco regens (and even fewer that are actually decent) per year
