Error message: New stage 1 for Belarus Premier League can't find enough teams to be created. 1 teams found, 2 needed

I've wanted to play Belarus Second League in FM, so I edited rules and made this file: B2.fmf

But when I ran "Test Rules", this message appeared:

(please excuse partial korean in image;; it just means "Belarus Premier League".)

I tried testing more times, but the message was always same.

I googled it and read some posts in here, but I can't get a clue.

Does anyone has a solution?

What is the role of your new stage 1? It looks like some sort of championship play off?

It is a relegation/promotion playoff, combined with Belarusian First League.

Ah ok, in that case, check how many promotion places you have, without promotion playoff. Because that's a seperate stage.

Also, while you are at it, make sure you have enough time to finish the playoff after the competition, just a tip

Oh, thanks. However, I found it that I can play all leagues even only the lowest league has passed the test.

It seems not so beautiful, but it doesn't matters to me.
