Setting future league format changes(?)

I'm creating the new mexican league system in the FM editor. The plan is to not allow pro/rel until 2026, is there anyway to code this into the game?

You can duplicate the competition and set the years in which there are no promotions or relegations at "Start year" and "End year". 

If you also want to know how to "name" the leagues to know them better, you can do this:

Yes you need to do this for any active tiers where the format is changing.
