DOF and budget balance

In most saves, I tend to manage all aspects of the club myself. However, sometimes I have had saves where I have let my DOF take care of bying and selling players. What I have found strange is that the board judges me as a manager on my Budget balance and how well I follow the club's future goals and vision. When the DOF is in "charge" this doesn't seem to be the same. He buys players regardless of the budget, gives them high wages and doesn't necessarily follow the club's vision (ex: club's vision is buying young players, while the DOF buys players way passed their peak). In a future FM game, I would like this to change, so that the DOF also, both follows the club's vision and is good at balancing the Budget.
