Question on production of new-gens

Bit of background, I am currently doing a save with a focus on players from Africa. For this reason I have been scouting a lot of African clubs and focusing on their youth intake each year. In the first year I managed to pick up a few excellent new-gens particularly from a few clubs in the Ivory Coast such as ASEC. 

However I am now completing season 4, and since the first year not a single Ivorian club has even produced a single player. Other countries such as Senegal seem to get new-gens only every alternate year. Am I missing something here, because I thought all the clubs had a youth intake every single year. Can someone throw light on how this works?

Might happen if you dont have those leagues active in your save. If they are active I cant find a reason for not having an intake each year at any club.

No I don't have the leagues active because these African leagues aren't present in the FM database. However I thought the top clubs would still be producing players.

Actually all clubs and leagues are in the FM database, but they are not active and playable. You can easily activate them though, have a look in the Editing section of the forum.

Imagine what would happen to yout game size if all clubs in innactive leagues are producing players each year for you to see.

That can't be tweaked after the fact, though, only at the start of a save.

OK but in any case how do you "activate" certain leagues to produce new-gens? I am still not clear how it's done.

add some of these leagues before you start a new game

When you are starting a new save you can customize database and add players from continents and clubs you want.

Does that mean those nations are more likely to produce newgens?

I think yes but I am not sure. This is the first time that I didn't add some african countries because I added more playable leagues and the player count was already high. And it seems there is a less regens in those africans countries. So many of then don't produce any regens. But again I'm not sure it's because of that.

it's an interesting question, I suppose the only way to find out would be to test various setups
