Coach reports and star ratings in tactic lay out not matching

Why aren't the star ratings in my coach report (given to me by assistant manager) and the star ratings  you see in the tactics screen the same? And how do you set the star ratings given in the the tactics screen and coach report to match up?

Because star ratings are just opinion of your staff. Different staff might give you different feedback. Also the star ratings in tactic screen are opinion of staff how he plays the selected role. You could have a player that he is perceived as a 4 star mezzala and then put him as AMC and it could show just 2 stars. It's just an opinion.

Yeah I know it's just an opinion but who's is it in the tactics screen? Is it all of the staff or the ass man or someone else?

I don't know. I assume it's ass man but am not sure.

Use whatever players you think are best for the position, regarding their attributes and the performance they are having for you. P.ex. I won't drop a striker who is scoring just because another one might be better in the eyes of my staff. Or an AMC pushed back to the midfields (like James Rodriguez) who performs great but the staff refuse to give him more than 2 stars in that position, despite giving him 4 stars just a few meters up in the pitch.
