Creating an International Competion - National Team is not selecting foreign based players!

Hello!

First time using this forum. Was just trying to create a international tournament, and well, I have, but the national in the cup aren't selecting players outside of their home nation, and I have no idea how to fix it!

Any help would be very much appreciated!

I believe this will occur for matches/tournaments outside the FIFA dates, check team schedules and when they're playing friendlies and if you can schedule it in one of those blocks, all the better
