Manager wont loan player to me because I'm interested in signing him?

I was surprised to see Arsenal would not renew a loan for player because we have a bad relationship, which was news to me. Turns out the manager dislikes me now. The closest we've ever come to interacting was when the press asked me if I'd be interested in potentially trying signing the player in question and I said sure. Does he really hate me because of that? Why would you not loan a player to a club because they... like the player? If he holds no real opinion of me, why does he care?

Using the editor I saw that he has 55 for disliking me, which seems... extreme. Has anyone else experienced this? Is this a bug?
