Continental Rules team entering twice

Hi guys 

hoping somebody can help me

i have created custom continental rules for Europe, I am having an issue where for some reason the top teams are being entered at the earliest part of the competition instead of the smaller teams 

and also teams are being eliminated in the qualifiers and the re-entering the competition in the next stage 

if somebody could help it’d be much appreciated :)

I think I’ve sorted the 1st issue it’s just the issue of eliminated teams re-entering the competition at the next stage

That's a bug in basic rules. If you are happy with your rules, convert them to Advanced Rules, verify, save and you're good to go.
