Error in Nation Rules - # of teams

Hi all,

Hoping someone can help me here.  I've added 25 teams to the County League on Dan's Lower League database.  I didn't add them all to one league or as its own - I scattered them across the 14 county leagues.  I've done this before with no problems.  However, I'm starting over, and I'm receiving the following error:

 

I've adjusted all the league min and max numbers in the nation rules to match what's in the database.  I cannot find anywhere where this error is originating.  Has anyone seen this before who can assist?  It seems like a simple error to fix, but I cannot find a place referencing that number of teams.
