Staff Responsibilities

This may be silly but when first starting the game but before starting the save, when adding the manager profile I was prompted to choose between experienced or inexperienced for the purposes of staff responsibilities. However the wording in the instructions was not clear about whether ticking the checkboxes meant keeping the responsibility or delegating it. I thought it meant keeping it until I got to "providing tactical advice," which couldn't really apply to me.
