It also appears that there are different tiers much like for training and youth facilities, what quantifiable impact does upgrading the levels have? I initially thought that myself but it doesn't make any difference at all from what I've observed. I don't want to manage staff progression, that isn't a managers job, but I would like to see improvements based on facilities as well as development courses.
