If you want it without paying, start up a game as Manchester City and buy as many players as you can as quickly as you can, and simulate all the games. I think you're looking at it the wrong way - the requirements for the unlockables haven't changed at all from previous versions of the game and have nothing to do with the prices placed upon them.
