The only other reason that I can think of could be that because you are outside of the transfer window which means you can't send him back. I'm not 100% sure on that though. Where did you look to terminate the loan? It's on the players profile screen under the Transfers & Contracts tab. If there is not terminate loan option there, you'll have to keep him.
