CRR
For me the best way is to look for myself in the countries u20s, u19s. The only way scouts work for me are when scounting the u18s competition of the league I´m playing...
La Furia Roja
get a scout with 20 for judging PA, then send him to his most knowlagable country and tell him to find players under
teej9
Do both. There have been, at least on my save, a ton of amazing regens. I'm in my third year with Liverpool and I have three wonderkids and four very promising regens all getting time on the pitch.
Afactor4
Scouting U18 Leagues generally isn't the best way I've found. Even the best of scouts only bring back 2-2.5 rated potential players. The best way to get the very high potential regens is to scout them directly off their countries U21/U19 rosters. Scouting the actual U20/U19 international cup competitions while their in progress could also provide some good results.

ryan7
I found just perusing the South American clubs... Brazil, Mexico & Colombia is usually the best.
Jibby123
Every year the new youths come out, I player search and filter down every position GK>ST position by position, age "at most 16", set def/att/gk attributes view, then click an attribute to put in order what I am looking for. i.e. Stikers list by Finishing then Off the Ball then Composure, Defenders list by tackling, marking and positioning, midfielders by passing, creativity, wingers by dribbling, crossing and pace and so on. It's fairly easy to see at aged 16 who already has the basics of what a position needs. Not foolproof, but better than a kick in the kneecap. Found some gems that way, whatever level you're playing at. Then, of course, scout...scout...scout all year round.
