For Saivet I usually offer him the ammount he wants but give him a 'backup' role and he should sign no problems. He isn't content with just a 'youngster' contract or sometimes even 'hot prospect'. Backup or higher for Saivet, just keep bringing it up in the offer screen until he responds with what he'd like in the contract and you should then be able to get him.
