Cant you scout regions anymore?

im still getting my head around the scouting, its changed from last year

Go to further details tab, from filter add "based in". If you scroll down you will see the regions there.

About not getting any recommendation; try to narrow down your filters a little bit, especially don't try to pick more than a few positions. When you pick a lot of positions, seems like scout is trying to find a player who can play all of the selected positions, thus no recommendation for a year.
