In the Tranfer Windows & Squad Registration section of the Norwegian leagues in the first and second divisions, the rule description in English is "Maximum of 9 non-homegrown players", and it is translated into Portuguese as "Máximo de 9 jogadores que não tenham sido formados no clube", but this rule is for players trained in the country, not in the club. I can't say for certain if there are other leagues with the same rule.
