Player who isn't entertaining contract offers does open negotiations with one smaller club?

It also says he's extremely interested, so it seems like a bug that he won't discuss a contract with me...

Meanwhile other clubs are now offering deals without issue...

Also worth noting that in this other screen with conflicting feedback he says he is less interested in the two clubs he has negotiated contracts with than he is in my club which he refuses to talk to.
