No Scouts at club and cant ask to increase number of scouts

My club, Slough Town FC, reduced the number of scouts to 0 when transitioning into season 3, which looks like the same problem.

exactly what mine looked like. clubs poached my scouts. was not paying attention until i had none at the club. now i cant get any

I just looked through the forum and found the solution, if you don't have a scouting package then you can't have scouts. Never seen that happen before. SI have flagged it as under review in that thread so it probably is a bug but you can fix it by just selecting any package.
