If you use the IGE to transfer a player immediately the fee takes place as it should and transfer budgets are adjusted accordingly- buying clubs drops selling club increases
However set this up as a future transfer[set transfer to occur at a future date only a week ahead] and the transfer happens but the transfer budget remains unchanged
transfer Rice from west ham to celtic for 70m but transfer budget doesnt change
Also selling clubs transfer budget remains same
The club's overall balance is adjusted but the transfer budget isnt so in this case west ham have only 3.9m to replace the player
