Not sure this is an editor issue as it seems to have been introduced as part of the larger patch but I don't know where else to put it. I should note that this also happens on 23.2.0 database.
Previously you could adjust the countries that took place in international qualifiers. Now as the screenshot below shows, even when South Sudan is turned off as a FIFA member and removed from Africa I can't verify the file because the game won't do African Nations Cup Qualifying without them.
Previously in FM23 the custom country in Africa would start midway through the qualification period and be included in each competition from there. Now it can't be done for this reason, with the qualifiers seemingly hardcoded. Can we go back to the 23.2.0 format where you could bump a country off from the continent to make way for new nations?
