  • No option for youth facility upgrade after a few upgrades

    Playing on a custom DB but had this issue in other saves, can't upgrade youth facilities past a certain amount (usually 3.5* max) 

    Have plenty of money, even used pre-game editor to add a really high youth preference but still persists.
