Looks like this is missing for qualifying. It's changed slightly since the previous edition, but the second placed table seems to be completely missing. As far as I can tell, the second placed table is used to sort who ends up as the seeded side in the playoffs. Seeded sides get a home draw in the semi finals, with the two Nations League qualifiers joining as unseeded. I've just had the playoffs drawn, and Austria and Wales (both Nations League qualifiers) are at home. Seems like it's a random draw, rather than what's present in real life.
Perhaps this is just a symptom of the weird 2022 format and might resolve for 2026 (although I'm not sure how that in itself changes given it moves to 48 teams.
