In inactive leagues, newgen classes are heavily concentrated among a small number of clubs. As an example, starting with large database and only the English league loaded, the first intake for other major leagues were:
France: 79 players, 10 clubs
Germany: 44 players, 5 clubs (Bayern, Dortmund, B04, Borussia, Wolfsburg)
Spain: 35 players, 5 clubs (Barcelona, Real Madrid, Atletico Madrid, Sevilla, Villareal)
Italy, 33 players, 4 clubs (Zebre, Inter, Milan, Atalanta)
Brazil (2022): 24 players, 3 clubs (FLA, SEP, ATM)
Argentina: 23 players, 3 clubs (River, Boca, Velez)
If intake numbers fall at all over time (as they tended to do in FM21), this will further pare back that club variety.
This was also present in FM21, and I believe was acknowledged as a problem then, but wasn't fixable before the release of 21.4. The behaviour in FM20 and prior for reference was that sort of 40-player class would be spread between 10-15 teams, with maybe 4-5 for the very top teams, but with even second- and lower-division teams occasionally receiving newgens here and there.
The problem seems to be that the newgen logic is distributing classes on the same basis for inactive nations as active ones, which means that the very top clubs in terms of that composite of reputation, youth ratings etc. that's used to distribute newgens receive the entire pool allocated for said nation.
This is an issue for longer-term saves, both for multiple gameplay reasons (if e.g. the German league isn't loaded, and all German regens end up concentrated between those 3-4 clubs, it can become prohibitively difficult to ever sign any young German player as a result because of them all being at Bayern or Dortmund until they're into their 20s) and for general immersion.
Steps To Reproduce:
New save, load English league with database set to Large, observe youth intakes in other leagues over time
