Can't get stadium expansion (4400) even though the league minimum is 5000

Could you double check you've given us the right save file, or to upload it again, please?

We weren't able to locate it unfortunately! 

 

Sorry, the correct filename should be FCU2.fm

Seems that the problem was this januari in FM 21 too and was logged by Neil;

I have the same problem with Welling united from Vanarama south to PL,  the city is blocking the expansion of the stadium every time, but now when we entered PL we at least  got under soiled heating approved. fyi I have changed the maximum capacity from 8k to 16k via the in-game editor.
