You have bypassed the verification process as the file attached is not verified but loads in game.

Attempting to verify the file fails immediately so we're unable to test the requested error in normal conditions.

If you can present a verified file then we can look at it.

I don't know if this has anything to do with the recent update, but before the update it passed all checks.
If you open the file, you will see that it has been verified.

If you modify the database or modify the rules in this file, an error will occur. (rule group has empty discipline rules)
If you check the rules, there are Europe and Asia.
Removing this rule allows verification.
Adding this rule makes verification impossible.
I will provide further modified versions of this file.
The file name is xxx 1.1.  
Add and verify the Europe and Asia rule items like the existing 1.00 in the newly uploaded file. An error also occurs.
If you don't add it, verification is possible.
Europe and Asia rules are added and verified in a clean database.

Looking into your files we believe there is some sort of dependency in the continental rules code for one of Europe or Asia that has changed since the last update which makes this file no longer verify.

We don't necessarily guarantee that a file verifying in a previous version of the PGE will verify in a new version - usually if this happens this is indicative that a bug has occurred.

However in this case we think because the devs will change up how the continental code works under the hood we think this error only occurring after an update isn't a bug.

It's worth mentioning that the extent of changing data for nations and continents in this file is sort of beyond the scope of what is realistically feasible to safely do via the PGE in any case, so it's not something we could guarantee support for.
