Why is the Gibraltar Intermediate League unplayable? The competition is not fully a youth / reserve league, Hound Dogs FC (should be) a playable club, since they're a fully fledged team which has decided to play in that competition?

This was intentionally implemented in that way after discussions between ourselves and the Gibraltar counterparts I'm afraid. For all intents and purposes it is a reserve/youth competition, with Hound Dogs effectively acting outside the senior pyarmid.

It's a big shame, and IMO a bad decision, because that would have been a big challenge for people wanting one in FM. Since Hound Dogs qualify for European Competitions, but only through the Rock Cup. Just feels like any real challenge presented to the FM users is slowly being stripped away, or not implemented, like the fact that the San Marino Challenge has been a thing forever but there isn't an official league for it.
