I'm playing as Reading FC, who are under transfer embargo for 22/23 meaning they can't buy players. They should, however, be able to loan players but I am unable to do so on Football Manager.
To recreate, start a save as Reading, find a midfielder you want to loan, say Pape Matar Sarr, then try to approach Tottenham for a loan.
