Well, firstly I wish to apologize as the example loan of Bayer's Panagiotis Retsos (DC) that actually went through and this bug occured happened in the January 22-23 window, and I am reporting this bug on this save when I am in the end of that season. I am attaching the save file nonetheless.
Firstly, this happened to me during the summer 22-23 window, when I was trying to sign Gremio's Jean Pyerre (AMC) on a loan with an optional future fee. At that point, my offer was accepted and, contrary to what used to happen with option to buy, I had to offer a contract to the player. Upon contract agreement, I failed to go through with the loan as I did not have enough in the current budget to pay the full fee. All of which is wrong.
Secondly, it happened with Retsos, this time I had the budget for the "optional" fee, again, it prompted me to offer a contract which shouldn't happen, which I did, upon acceptance I signed the player and out of curiosity went to check:
A) my budget, which I have no screenshot of but I remember being diminished by not just the loan fee, but the full future transfer fee
B) the contract, where I saw qualifying for the CL as the loan's future transfer fee condition.
I am attaching the transfer history, as you can see only Retsos and some free youngsters came in during January, and also the Expenditures on transfers where you can see that during the January window I spent roughly €2.8M (600k loan fee + 2.2M transfer fee)
I also just won the league, which means that I do qualify for the CL, but nothing has triggered yet, perhaps reaching the group stage is the trigger, not just the qualifiers? Not that it matters.
Since the transfer hasn't triggered yet, and even if I have agreed contract terms with Retsos, salary commitments on him don't apply yet for future seasons (final attachment).
PS As you can see on Capture 3, it is often that I see transfer value of players being at 0€ in certain windows throughout the game. Players that I have under contract that in other windows you see the game's current valuation range.
