Article 14 is  saying that the rules to follow are the ones from article 74
Article 15 is cancelling previous rules of obligations
So following 74, you have 77 about matchday:
Clubs from 2nd tier must have 3 players formed at country, and 1 with 23yo maximum (can be one of the formed)

If the club doesnt have players that match this rule, they should call less players for the matchday

Hi, from this season on, there are no players limitations in the Portuguese league Cup. Everybody can be used in the Portuguese league cup.

The rule was revoked this season, as the article 15 states.

Article 77 is for the League not the league cup.

77 says that it’s for all official competitions, so it seems that the rules for the League and League Cup should be the same.
