Negative values for Potential Abilities

I was messing around the editor and I found out something I couldn't quite comprehend. Why is it that for some players their potential abilities come in the form of negative numbers (eg. Carlos Vela, Mario Balotelli), whereas some come in much larger, positive numbers like Messi who has a PA of ***?

A negative number means the player has a Potential Ability between two set numbers. It is used if a researcher doesn't want to assign a specific value to a player who isn't well-known or to allow for a greater range of playing potential. Bear in mind that the Potential doesn't change: it is set at the start of any game as one particular value between these values.

This may be helpful for you:

-10 = PA 170-200

-9 = 150-180

-8 = 130-160

-7 = 110-140

-6 = 90-120

-5 = 70-100

-4 = 50-80

-3 = 30-60

-2 = 10-40

-1 = 0-20

And yes, people don't like to see the CAs and PAs of players in this part of the forum as it is a hidden value and they feel it is cheating to know these.
